Back when SB 127 was passed by Senator McKell, our comments were focused on the fact that it did not go far enough.  Since its passage, while we have seen improvements, we have continued to see youth in these facilities continue to be harmed.  Facilities where other vulnerable populations on the adult side, like nursing facilities, have similar regulations as these, so we cannot see any reason not to provide some similar oversight of congregate care for youth.  In addition, we would encourage the legislature to fund more community-based options for youth, rather than solely focusing on institutional care.  Thank you.
